CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute an agreement with MSA Professional Services, Inc. for construction engineering support and inspection services for the 2023 Lead Water Service Replacement Project - New Duluth Neighborhood for an amount not to exceed $295,030.00 payable from the Minnesota Public Facilities Authority, Clean Water Revolving Fund, Water Utility Fund 510, Department 500 (Public Works & Utilities), Division 1905 (Capital), Object 5533 (Capital Improvements - Revenue), UtilB-2080, (utility projects budgeted-2080-2023 Lead Service Line Remediation Project 2).

 

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution amends resolution 24-0412R to authorize an agreement with MSA Professional Services, Inc. (MSA) for lead water replacement construction engineering, on-site observation, and inspection services at a lower cost than what was originally proposed.  MSA was the only proposer for this solicitation, and is currently providing the same services in the nearby Gary neighborhood.   Understanding that this work will complement those services and reduce duplicate services, the City negotiated with MSA, resulting in a substantial savings to the City. The consultant inspection team will work under the coordination of the City Project Engineer and Project Supervisor.

 

The City Purchasing Division issued a request for proposals for the project areas on April 15, 2024 and received the one proposal as listed below.  After evaluation and scoring, MSA Professional Services, Inc. was determined to be qualified to be awarded the project. This resolution amends and replaces resolution 24-0412R, approved May 28, 2024.
