CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into a five-year agreement, substantially in the form of the attached Exhibit A, with the DECC for management of the Bayfront Festival Park for a total amount of $443,081.00, payable from fund 258-030-5310 (tourism taxes; Finance Dept.; contract services).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes a five-year agreement with the DECC for management of the Bayfront Festival Park, for a total amount of $443,081.00, the following is the yearly estimated costs.

 

                     $85,000.00 for 2025

                     $87,550.00 for 2026

$90,177.00 for 2027

$90,177.00 for 2028

$90,177.00 for 2029

                     

The City entered into a one-year agreement with Winterfell Management, LLC to produce, promote, coordinate and manage all events at Bayfront Festival Park for 2024 through a direct award. The City committed to facilitate a competitive request for proposals (RFP) to select the next organization to provide multi-year services at Bayfront Festival park. The City issued a request for proposals on October 29, 2024 and received three proposals. The DECC was the highest scorer on the technical proposals as listed below and after interviews the evaluation team recommends awarding to the DECC. 

 

Under the terms of the agreement, the DECC will produce, promote, coordinate and manage all events held at Bayfront beginning as of January 1, 2025, and continuing through the end of the term.  The DECC will also manage the parking lots pursuant to this agreement. 

 

As in the past, a portion of the revenue from the operations and management of Bayfront Festival Park shall be dedicated to a special Bayfront Park fund that may only be used for capital improvements to Bayfront Park. The new contract continues to dedicate all event rental fees to the fund and provides for the DECC and the City to work together with individual event organizers to direct additional revenue to the special Bayfront Park fund over time.
