RESOLUTION AUTHORIZING APPLICATION TO THE MINNESOTA DEPARTMENT OF TRANSPORTATION FOR A $586,027 TRANSPORTATION ALTERNATIVE GRANT TO BUILD SEGMENT 6 OF THE CAMPUS CONNECTOR SHARED USE PATH.

CITY PROPOSAL:

 

RESOLVED, that the proper city officials are hereby authorized to submit an application to the Minnesota Department of Transportation for a Transportation Alternatives program grant in the amount of $586,027 to build the portion of segment 6 of the Campus Connector Shared Use Path from East First Street to the Lakewalk;

 

 

FURTHER RESOLVED, that the city has a legal authority to apply for financial assistance, and the institutional, managerial and financial capability to ensure adequate project administration and maintenance of the project;

 

FURTHER RESOLVED, that the city is requesting the funds in federal fiscal year 2026, but will accept grant money for any of the years;

 

FURTHER RESOLVED, that the city commits to provide a 20% match of approximately $146,507 and additional non-participating construction costs in the amount of $221,435 from Street Improvement Funds, the Stormwater Fund, and the Water Fund;

 

FURTHER RESOLVED, the city hereby agrees to assume full responsibility for the operation and maintenance of property and facilities related to the aforementioned transportation alternatives project;

 

FURTHER RESOLVED, that the Duluth city council names the fiscal agent for this project as Jennifer Carlson, City of Duluth Chief Financial Officer, 411 West First Street, Duluth, MN 55802;

 

FURTHER RESOLVED, that upon approval of its application by the state, the Mayor and clerk may enter into a grant agreement with the state of Minnesota for the above referenced projects and receive said grant payable into Capital Improvements 450, Department 030 (Finance). Source 4210-01 (Pass-thru federal grants capital), and that the city certifies that it will comply with all applicable laws and regulations;

 

FURTHER RESOLVED, that the Mayor and clerk are hereby authorized to execute such documents as are necessary to implement the project on behalf of the city.

 

Statement of Purpose

 

STATEMENT OF PURPOSE: This resolution authorizes application to the Minnesota Department of Transportation for a Transportation Alternative Program grant in the amount of $586,027 to build a portion of segment 6 of the Campus Connector Trail. This segment was identified for improvement in the Campus Connector Trail Mini Master Plan. Recall that segment 2 of the trail was constructed adjacent to College Street in 2016, and segment 5 will be constructed in 2026 which will allow for Bike Facilities to be extended from St. Scholastica to the Lakewalk.

 

Work will consist of reconstruction of Congdon Park Drive between East 1st Street and East Superior Street, curb extensions or “BUMP OUTS” to improve the School crossing for Congdon students, and the installation of an off-road shared use path 8-10 feet wide.

 

The Transportation Alternative program is a reimbursable program, meaning recipients of the funds will front the costs of the projects, and then submit pay requests for reimbursement. Infrastructure projects chosen in this solicitation must be ready for construction during the 2026 construction season.
