RESOLUTION TO RESCIND PRIOR PARKING RESOLUTIONS FOR WEST SUPERIOR STREET FROM CARLTON STREET TO WEST MICHIGAN STREET, ESTABLISH NO PARKING ZONES ON WEST SUPERIOR STREET FROM CARLTON STREET TO WEST MICHIGAN STREET, AND RESTRICT ALL PARKING TO PARALLEL PARKING ON WEST SUPERIOR STREET FROM 22ND AVENUE WEST TO 19TH AVENUE WEST EFFECTIVE UPON INSTALLATION OF PROPER SIGNS.

CITY PROPOSAL:
RESOLVED, that all prior parking resolutions conflicting with the reconfiguration of West Superior Street from 22nd Avenue West to 19th Avenue West, and from Carlton Street to West Michigan Street following the upcoming reconstruction that were established under Section 33-84, 33-87, 33-88, 33-88.2, 33-94, and 33-97 of the Duluth City Code, 1959, as amended, are rescinded.
RESOLVED, that in accordance with the provisions of Section 33-93 of the Duluth City Code, 1959, as amended, all vehicles parking on West Superior Street between Carlton Street and West Michigan Street shall be parallel with the curb, including the following areas that previously permitted angle parking:
Northwest side of West Superior Street from 22nd Avenue West to 21st Avenue West.
Both sides of West Superior Street from 21st Avenue West to 20th Avenue West.
Both sides of West Superior Street from 20th Avenue West to 19th Avenue West.
RESOLVED, that in accordance with the provisions of Section 33-97 of the Duluth City Code, 1959, as amended, the following “No Parking” zone is hereby established:
Southeast side of West Superior Street from Carlton Street to 27th Avenue West.
Northwest side of West Superior Street from Carlton Street to 30 ½ Avenue West.
Southeast side of West Superior Street from 15th Avenue West to West Michigan Street.
Northwest side of West Superior Street from 150 feet northeast of 15th Avenue West to West Michigan Street.
FURTHER RESOLVED, that the “No Parking” and parallel parking restrictions will take effect upon installation of proper signs.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution establishes parking restrictions on West Superior Street as necessitated by its upcoming reconstruction, scheduled to begin in 2025. The project will narrow the roadway to create larger boulevards and enhance multi-modal and pedestrian spaces. The City will be expending Municipal Street Aid Funds on the improvements of West Superior Street and the design does not provide adequate width for angled parking or parking on both sides of the street in some areas. Minnesota Department of Transportation approval of the proposed construction as a Municipal State Aid Street project must therefore be conditioned upon certain parking restrictions.
This resolution also removes any existing restrictions on time limit parking, loading zones, bus stops and taxi stands, parking zones for physically disabled persons, angle parking, and no parking zones previously enacted by Council to prevent conflicts with the updated design. These curb side management items are included in the project. The proposed no parking and parallel parking restrictions were unanimously approved by the Duluth Parking Commission on February 2, 2024, before finalizing the design.
