CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to apply for $500,000 from the MDE Multi -Purpose Community Facility Projects to Support Community Revitalization, Connectedness and Equity by Promoting Education, Work and Health grant program to install energy efficient equipment at Morgan Community Center. No match is required.
FURTHER RESOLVED, the city of Duluth has the legal authority to accept the money, and financial, technical and managerial capacity to ensure proper planning and maintenance of the project.
FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.
Statement of Purpose
STATEMENT OF PURPOSE: Resolution authorizing application for a grant of $500,000 from the Minnesota Department of Education Multi -Purpose Community Facility Projects to Support Community Revitalization, Connectedness and Equity by Promoting Education, Work and Health Grant Program to support installation of energy efficient equipment at Morgan Park Community Center.
The grant would be used to complete a partially implemented project for replacement of the roof at Morgan Park Community Center - a heavily used, well designed community center whose maintenance is identified as a priority in the Parks and Recreation Master Plan. Because community centers are not eligible for CIP and the Parks capital budget is small, it is difficult to source funds for community center capital maintenance. This is an unusual one-time grant opportunity for which community center capital upgrades are an eligible and competitive expense. PFM has managed to maintain the building in good condition recently replacing doors, windows, and water heaters, and partially replacing the roof. The $500K request through this grant program would be used to properly insulate and enclose the interior side of the new roof so as to reduce energy consumption, ice damming, and water infiltration. Absent grant funds, the City will be unable to complete the roof replacement.
