RESOLUTION AUTHORIZING ACCEPTANCE OF A GREAT LAKE RESTORATION INITIATIVE SUB-AWARD GRANT FROM THE MINNESOTA DEPARTMENT OF NATURAL RESOURCES IN AN AMOUNT NOT TO EXCEED $175,000 FOR THE PURPOSE OF REDUCING RUNOFF AND TREE LOSS FROM EMERALD ASH BORER.

 

Body

CITY PROPOSAL:

WHEREAS, the City of Duluth authorized an Emerald Ash Borer (EAB) management plan in 2016; and

 

WHEREAS, the state desires implementation of activities to mitigate the impact of EAB tree loss in the city of Duluth to reduce run-off.

 

NOW, THEREFORE, BE IT RESOLVED, that the proper city officials are hereby authorized to execute a grant agreement, substantially in the form attached hereto as exhibit A, with the Minnesota Department of Natural Resources (DNR) to reduce tree loss and run-off as detailed in the grant project deliverables attached hereto as exhibit B.

 

FURTHER RESOLVED, that the proper city officials are hereby authorized to accept a sub-award grant from the Minnesota DNR, in an amount not to exceed $175,000; said funds to be deposited into 205-130-1221-5225 (Parks Fund, Community Resources, Park Maintenance, Park/Landscape Materials), with $6,000 in matching funds to be provided from 205-130-1221-5100 (Parks Fund, Community Resources, Park Maintenance, Wages), as well as in-kind volunteer time.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes proper city officials to execute a grant agreement and accept a $175,000 sub-award grant from the Minnesota Department of Natural Resources (DNR) for city staff and volunteers to plant, monitor, and maintain a minimum of 500 boulevard trees, replacing an equivalent number of ash trees that we have lost or will lose as a result of Emerald Ash Borer (EAB) infestation.

 

The city’s EAB management plan calls for removal and replacement of 1400 ash boulevard trees and retention and treatment of 1000 more. Consistent with the management plan, this grant will pay for planting, monitoring, and maintenance of diverse species of replacement trees in the Woodland, Congdon, and Lincoln Park neighborhoods where EAB infestation is relatively advanced.

 

The Minnesota DNR is a state agency that received federal funding through the Great Lakes Restoration Initiative. The city of Duluth will act as a sub recipient for said federal funds, providing necessary documentation of qualifying activities and matching funds from Park Maintenance’s existing budget for staff time and coordination of volunteer activities. The effective dates of this grant is January 1, 2018 to December 31, 2020.
