CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute an agreement with LHB, Inc. for construction administration, construction engineering, and engineering inspection/on-site observation services for the 2025 Lead Water Service Replacement Projects for an amount not to exceed $2,053,690 payable from the Minnesota Public Facilities Authority, Clean Water Revolving Fund, Water Utility Fund 510, Department 500 (Public Works & Utilities), Division 1905 (Capital), Object 5533 (Capital Improvements - Revenue), UtilB-2082; UtilB-2214; UtilB-2249; UtilB-2215; UtilB-2248, (utility projects budgeted-2082-2023 lead water service remediation project 4; utility projects budgeted-2214-lead service replacement 2025-Lower Lincoln; utility projects budgeted-2249-Lincoln LSLR 4; utility projects budgeted-2215-lead service replacement 2024-Hillside; utility projects budgeted-2248-Fairmont LSLR1).

 

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an agreement for construction administration, construction engineering, and inspection/on-site observation services for the 2025 Lead Water Service Replacement Projects taking place during the 2025 construction season.  The consultant’s inspection team will work under the coordination of the City Project Engineer and Project Supervisor.  The use of these consultant’s services will always allow access to an inspector by the contractors on-site to avoid any construction delays.  The services will be paid by the Minnesota Public Facilities Authority, Clean Water Revolving Fund.

 

The City Purchasing Division issued a request for proposals for the project areas on August 22, 2024, and received two proposals as listed below.  After evaluation and scoring, LHB, Inc. was the highest scoring proposal received.
