RESOLUTION AUTHORIZING AN AGREEMENT WITH THE MINNESOTA LAND TRUST FOR PROFESSIONAL SERVICES TO SUPPORT THE DEVELOPMENT OF A DULUTH NATURAL RESOURCE MANAGEMENT PLAN FOR AN AMOUNT NOT TO EXCEED $50,000.

CITY PROPOSAL:
WHEREAS, the city received a $900,000 grant from the US Environmental Protection Agency Great Lakes Restoration Initiative (USEPA GLRI) for the acquisition and restoration of ecologically valuable tax forfeit property along the St. Louis River, development of a citywide Natural Resource Management Program Plan, removal of invasive plants, and restoration of native plants which was approved by the City Council on August 17, 2020.
WHEREAS, the Duluth Natural Resource Management Program Plan will set goals and strategies to protect, rehabilitate, manage, and monitor Duluth’s open space consistent with the Imagine Duluth 2035 Comprehensive Plan.
RESOLVED, that The Minnesota Land Trust (MLT) is listed as a sub-award within the grant to provide professional services associated with the management of the Natural Resources Management Program Plan (NRMPP), in addition to provide opinions on the parcel list for land acquisition and recommendations for plantings for the future restoration work along the St. Louis River Natural Area.
FURTHER RESOLVED, that the proper city officials are hereby authorized to enter into an agreement that will go into effect September 2020 and expire December 2022 in the form substantially attached as Exhibit A with the MN Land Trust in the amount not to exceed $50,000, payable from 205-130-1220-5441 -01-CM205-SLRNA-PHASE2 (Parks Fund, Community Resources, Parks Capital, Direct Federal Grants Capital, Capital Maintenance Fund 205, St Louis River Natural Area, Natural Resources Mgmt. Plan/Land Acquisition & Restoration).
Statement of Purpose
STATEMENT OF PURPOSE:
This resolution authorizes an agreement with the Minnesota Land Trust for professional services to support the development of a citywide Duluth Natural Resource Management Program Plan for an amount not to exceed $50,000. Minnesota Land Trust will provide services including coordination of subcontractors, organization and facilitation of an interagency advisory team, review and revision of technical reports, preparation of presentations for citizens and public officials, assistance with selection of tax forfeit parcels for City acquisition, and planning and oversight of native plant restoration projects.
This agreement is pursuant to a grant agreement with the Environmental Protection Agency for a $900,000 Great Lakes Restoration Initiative grant to the City of Duluth. The agreement identifies the Minnesota Land Trust as a sub-awardee and prescribes that the City will contract with the Minnesota Land Trust for the services described above. The EPA grant will pay for 100% of the cost of the services.
