RESOLUTION AUTHORIZING APPLICATION TO, AND ACCEPTANCE OF, IF OFFERED, THE NATIONAL PARK SERVICE LAND AND WATER CONSERVATION FUND STATE AND LOCAL ASSISTANCE PROGRAM OUTDOOR RECREATION LEGACY PARTNERSHIP PROGRAM (LWCF ORLP) FOR $750,000 IN GRANT FUNDS TO IMPLEMENT THE LINCON PARK MINI-MASTER PLAN.

CITY PROPOSAL:

THE CITY COUNCIL FINDS:

(a) The city of Duluth is seeking to restore historic Lincoln Park.

(b) The estimated cost for design and construction of this project is $1,500,000.

(c)The purpose of the LWCF ORLP is to acquire and/or develop public lands for outdoor recreation purposes consistent with the LWCF, but specifically targeting projects located within or serving jurisdictions delineated as urbanized areas.  Further, specifically targeting projects located in or directly accessible to neighborhoods or communities that are underserved in terms of parks and recreation resources and where there are significant populations of people who are economically disadvantaged, minority, and/or youth.

(d) The city must submit the application to the Minnesota department of natural resources (MN DNR) as intermediary to receive regional designation. The MN DNR sends two applications to the National Park Service for review.

 

RESOLVED, the proper city officials are hereby authorized to submit an application to the MN DNR for funding of the Lincoln Park restoration as described in the application.

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper construction, operation and maintenance of the project in perpetuity.

FURTHER RESOLVED, the city of Duluth estimates the grant amount to be $750,000 and available on a 50/50 percent local matching basis, and has matching funds available (452-Tourism & Recreational Projects, 030-Finance, 5530-Half and Half Tourism Tax Projects, Project HANDHTAX-1510).

FURTHER RESOLVED, if awarded a grant by the National Park Service, the city of Duluth agrees to accept the grant award and enter into an agreement with the National Park Service, substantially in the form of attached EXHIBIT C, for the above referenced project. The city of Duluth will comply with all applicable laws, environmental requirements and regulations stated in the grant agreement.

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Wayne Parson, Chief Finance Officer, City of Duluth, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the city of Duluth to submit an application for a $750,000 grant that would fund a variety of improvements at Lincoln Park that are prescribed by the Council-approved Lincoln Park Mini-Master Plan. The city of Duluth will provide a 1:1, $750,000, local match from the half and half tourism tax ($500,000) and other external and internal funding sources to be determined ($250,000). If any portion of the final $250,000 in local match cannot be secured, the city will accept a lesser grant award from LWCF ORLP. Improvements funded by the total $1,500,000 investment will include full implementation of Phases I, II, and III and portions of the long term improvements at Lincoln Park. Highlights include a new structured playground and natural play area, WPA pavilion restoration, large picnic shelters, improved parking lots and trail connections, and improved signage/wayfinding.
