RESOLUTION AUTHORIZING THE GRANT OF $725,000 IN STATEWIDE AFFORDABLE HOUSING AID FUNDS TO ONE ROOF COMMUNITY HOUSING IN SUPPORT OF ITS AFFORDABLE HOUSING MISSION

CITY PROPOSAL:
WHEREAS, at the recommendation of the city of Duluth community development committee and by action of the city council pursuant to Resolution 22-0779R, One Roof Community Housing (“Developer”) was allocated $725,000 in HOME-ARP funding to support their Community Land Trust program; and
WHEREAS, the city subsequently learned from the U.S. Department of Housing and Urban Development that homeownership programs are ineligible for HOME-ARP funding; and
WHEREAS, the city amended its allocation of $725,000 in HOME-ARP funds to support Developer’s Brae View project, and in exchange Developer agreed to accept $725,000 in Statewide Affordable Housing Aid funds to support their mission to provide affordable housing; and
WHEREAS, the city finds that Developer’s mission meets Minnesota Statewide Affordable Housing Aid Qualifying Project requirements, specifically, supporting nonprofit affordable housing providers in their mission to provide safe, dignified, affordable and supportive housing; and
WHEREAS, the city desires to grant funds to Developer for the furtherance of their mission.
NOW, THEREFORE, BE IT RESOLVED, that the proper city officials are hereby authorized to grant $725,000 in Statewide Affordable Housing Aid funds to One Roof Community Housing for the Community Land Trust Program which will be administered through city Fund 210-030-3213-5458.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the grant of $725,000 in Statewide Affordable Housing Aid funds to One Roof Community Housing (“One Roof”) for the Community Land Trust program. This funding will help no fewer than twenty-two households secure affordable homeownership by December 31st, 2026.
The city received $519,641 of Statewide Affordable Housing Aid in both 2023 and 2024 and will receive a $228,000 annual distribution going forward. The city finds that One Roof’s Community Land Trust program is a qualifying project eligible for use of this aid as it meets the specific criteria, as follows:
• Financial support to nonprofit affordable housing providers in their mission to provide safe, dignified, affordable and supportive housing.
