WHEREAS, the city of Duluth is committed to safety, dignity, stability and well-being of all who live, work, play and conduct business in the city and surrounding communities; and

WHEREAS, Minnesota values its immigrant communities who contribute to our state’s economic vitality, workforce, culture, and social fabric; and

WHEREAS, individuals and families throughout our state have experienced physical, emotional, verbal and psychological violence due to the significant presence of additional federal criminal immigration enforcement removal operations; and

WHEREAS, immigrant communities and other residents have experienced and witnessed federal government enforcement operations in their neighborhoods, schools, businesses, and homes; and

WHEREAS, due to increased violence and public safety concerns, many residents throughout our state do not feel safe to leave their homes for work, school, and other matters, which is impacting their financial commitments; and

WHEREAS, previous unprecedented state emergencies called for expansion of emergency financial funds to provide assistance particularly related to rental and homeownership payments to preserve housing stability through a coordinated governmental response.

NOW, THEREFORE, BE IT RESOLVED, the city of Duluth council respectfully requests the Governor of Minnesota to allocate additional state funding for emergency financial assistance, for all communities who are Minnesota residents impacted by Operation Metro Surge. 

BE IT FURTHER RESOLVED, the city of Duluth council requests the state legislature to provide up to $50 million in targeted emergency financial funds to counties and tribal governments to be immediately released and allocated to the Minnesota Department of Revenue an established department with proven methods to distribute emergency financial assistance funds to the appropriate housing stability program(s) primarily for the purpose of rental and homeownership payments.

 

Statement Of Purpose:

STATEMENT OF PURPOSE. This resolution calls on the Governor of Minnesota, the State legislature, and Department of Revenue to expand Emergency Financial Assistance for up to 2 months after Operation Metro Surge leaves the State of Minnesota.
