CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to contract with MCI Flowtronex LLC for the Enger Golf Course pump station for a total amount not to exceed $283,561.53, payable from fund 503-400-RENO-5530-ENGRRENO-PHASE1 (golf, parks and recreation, Enger renovation, improvements other than buildings, Enger golf course renovation, Enger golf course renovation phase 1).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes a contract with MCI Flowtronex for the Enger Golf Course pump station for an amount not to exceed $283,561.53.

 

This contract is pursuant to two City Council resolutions:

19-0358R: establishing a long-term plan for preservation of public golf via renewal of failing Enger Park Golf Course infrastructure including the irrigation system

21-0751R: approving an Enger Park Golf Course renovation plan

This scope of work includes the supply, delivery, startup and commissioning of the new golf course irrigation pump station. Other scopes of work for the Enger Golf Course project were bid out separately.

 

Purchasing issued an Invitation to Bid on February 28th, 2023 and received three responsive bids as listed below. MCI Flowtronex submitted the lowest responsive bid.

This project is part of a larger $5.5 million Phase I irrigation system replacement project that will include a new water storage facility (i.e. an irrigation pond), new pumps, new control system, and new irrigation piping and sprinkler heads on 18 of 27 holes.

The project will be paid for with $5.5 million sourced as follows:

1.                     $2.5 million of American Rescue Plan Act funding for local government revenue replacement;

2.                     $2 million of bonding to be financed by golf revenues;

3.                     $.5 million from undedicated excess 2022 tourism tax receipts; and

4.                     $.5 million from General Fund reserves.

The Phase I irrigation system replacement project does not include new irrigation piping and sprinkler heads on the final 9 holes at Enger Golf Course, the $1.5 million additional cost of which is beyond the City’s immediate financial capacity.

If approved, contracted work will begin in fall of 2023 and continue through the end of 2024. As previously communicated to the City Council and to the public, the City intends to temporarily reopen 18 holes at Lester Park Golf Course in 2024 while Enger is under construction. Disruption of normal golf operations by construction activities in 2024 is expected to contribute to significant one-time 2024 golf operating losses that will have to be offset.
