CITY PROPOSAL:

 

WHEREAS, the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) was signed into law on March 27, 2020 for the specific purpose of preventing, preparing for, responding to, and recovering from the impacts of the coronavirus pandemic (COVID-19); and 

 

WHEREAS, the secretary of HUD is authorized to make grants to cities and/or counties to finance local community development programs, approved in accordance with the provisions of Title I of said Act, as well as grants under the Cranston-Gonzales National Affordable Housing Act of 1990, as amended, (the HOME program) and the Stewart B. McKinney Homeless Assistance Act of 1987, as amended (the Emergency Solutions Grant - ESG - program);

           

WHEREAS, city council resolution no. 20-0577R adopted July 20, 2020, allocated CDBG-CV-1 funds from the US Department of Housing and Urban Development (HUD) to utilize those funds in response to the COVID-19 emergency for the Community Action Duluth Health Worker; and

 

WHEREAS, city council resolution no. 21-0191R adopted March 22, 2021, allocated CDBG-CV-3 funds from the US Department of Housing and Urban Development (HUD) to utilize those funds in response to the COVID-19 emergency for the Community Action Tech-Up Project; and

 

WHEREAS; contracts for the Community Action Duluth Health Worker and the Community Action Tech-UP project have expired with unspent funds, and there is verified community need for the Community Action Duluth Health Worker in response to the COVID-19 pandemic;

 

NOW, THEREFORE, BE IT RESOLVED, the city is authorized to reallocate $263.72 from the Community Action Tech-UP project which received funding from the Coronavirus Aid, Relief, and Economic Security Act (CARES ACT) Community Development Block Grant (CDBG-CV-1) and renew $22,211.12 for the Community Action Duluth Health Worker project which received funding from the Coronavirus Aid, Relief, and Economic Security Act (CARES ACT) Community Development Block Grant (CDBG-CV-3) to fund the Community Action Duluth Heath Worker project in the amount of $22,474.84 as shown in the programs budget:

BE IT FURTHER RESOLVED, that the appropriate city officials are authorized to execute the appropriate agreement with this agency upon receipt of HUD funds.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the reallocation of $263.72 in 2020 Coronavirus Aid, Relief, and Economic Security Act (CARES ACT) funds in the Community Development Block Grant Program (CDBG-CV3) from the Community Action Duluth Tech Up contract and renewing the $72,600 in 2020 Coronavirus Aid, Relief, and Economic Security Act (CARES ACT) funds in the Community Development Block Grant Program (CDBG-CV1) for the Community Action Duluth Community Health Worker. The Tech Up contract was able to mostly spend the funds, the Community Health Worker contract had a delay with spending funds due to staffing.  Community Action Duluth is confident that the new amount $22,474.84 will be spent within a year.
