CITY PROPOSAL:

BE IT RESOLVED, that the proper city officials are hereby authorized to execute an amendment with Short Elliot Hendrickson Inc. for additional engineering services for Midtown Park, for an increase of $23,500 and a new total not to exceed $63,298, payable from 205-130-1223-5319-CM205-MISCPK-IMPROV (Parks Fund - Community Resources - ARPA (RR) Projects - Other Professional Services - Cap Mtce Fund 205 - Miscellaneous Parks - Park Maintenance Outside Improvements).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an amendment to the agreement with Short Elliot Hendrickson Inc. (SEH) for additional engineering services including the development of designs and construction documents for Midtown Park.

 

The Minnesota Department of Transportation (MnDOT) is currently finalizing designs and construction documents for the Twin Ports Interchange project. Demolition and construction for the Hwy 53 portion of the Twin Ports Interchange Project is scheduled to take place in 2023-2024.  The reconstruction of the I-35/I-535/Hwy 53 interchange will require relocation of the existing Midtown Park, which is located beneath Hwy 53 on the MnDOT right-of-way in the Lincoln Park neighborhood. The Midtown Park project requires the development of designs and construction documents in 2022 to provide sufficient time to integrate the developed designs with MnDOT’s plans for the Interchange Project.

 

Following subsequent meetings with MnDOT and SEH, the City determined that modifications to the designs will be required. The additional services from SEH will provide necessary time to modify final designs, finalize construction documents, and create a detailed statement of estimated quantities. All of the required documentation will be utilized to integrate Midtown Park within the larger Twin Ports Interchange Project. SEH’s proposal for the amendment to contract L30684 is attached as Exhibit A.

 

The additional design costs will be paid for with a portion of American Rescue Plan Act revenue replacement funds that have been allocated to improvements to public green spaces.
