CITY PROPOSAL:

RESOLVED, that the proper City officials are hereby authorized to enter into an agreement with LHB Inc., to provide professional engineering services for the design of the Superior Street Reconstruction Project in the amount not to exceed $1,633,674.00 payable from the Permanent Improvement Fund, Department 35 (Capital Projects Account) Object 5530 (Improvements Other than Buildings) City Project No. 0923TR, Requisition No. 2016-00000120.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution will authorize an agreement with LHB Inc. to provide professional engineering services for the design of the reconstruction of approximately 11 blocks of Superior Street from 6th Avenue West to 4th Avenue East.  The design costs will be reimbursed by Municipal State Aid and City Utility funds. LHB Inc. was the only consultant to submit a proposal.  SEH, MSA and TKDA all submitted a letter informing the City of Duluth that they would not be submitting a proposal.  The proposal submitted by LHB Inc. was completed in conformance with the requirements of the Request for Proposals.

This project will involve the complete reconstruction or restoration of all public utilities for approximately 11 blocks of the Superior Street corridor including, water mains, sanitary and storm sewer mains and steam lines.  The project will also involve the removal and replacement of sidewalks, pavement, lighting and signals within this corridor as well as modifications of the corridor to accommodate parking and various public amenities.  Upon completion of this project the functionality and sustainability of Superior Street for residents and visitors alike will be substantially enhanced.  Due to the scope and complexity of this project, we request a consultant engineer be hired to provide professional engineering design services for this project.  It is anticipated that construction of this project will start in the spring of 2017 and that the project will take 3 years to complete.
