RESOLVED, that the proper city officials are authorized to contract with Lenco Industries, Inc. for the purchase of a BearCat armored rescue vehicle in the amount of $377,315.60, payable from fund 110-160-1610-5580 (general, Police, administration and investigation, capital equipment)
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of a BearCat armored rescue vehicle from Lenco Industries Inc, at a cost of $377,315.60.
The Duluth Police Department is a lifesaving organization. Purchase of an armored rescue vehicle aligns with this value. This is an investment in our community, city and department to assist those in crisis. The vehicle allows us to utilize best practices in responding to violent situations. Through this purchase our staff will be the operators of the vehicle following Duluth Police Department policies, and values of our organization.
The purchase of this vehicle is coming from existing police budget and requires no additional budget increase. By owning this vehicle, it will be readily available to respond to difficult situations without delay. This also better positions us as a regional partner during difficult and dangerous events without solely relying on equipment from other law enforcement organizations.
The base model was available from HGACbuy - a cooperative purchasing venture that the city is a part of. City Staff negotiated pricing of the base model down from the HGACbuy standard pricing offered by Lenco Industries, Inc. The Lenco Industries, Inc. armored rescue vehicle employs a patented roof-hatch system which provides operator safety and security by allowing an operator to rapidly close the hatch during an emergency without risk of injury to the operator.
Lenco Industries, Inc, is the only armored vehicle manufacturer to offer patented skip round shields that are capable of being hung from the vehicle running boards to the ground for the entire length of the vehicle. The skip round shields provide ballistic protection to operators and citizens from gunfire directed under the vehicle.
The Lenco Industries, Inc. BearCat armored rescue vehicle is constructed on a commercially available Ford F-550 chassis and its proprietary engineering process allows it to maneuver within a turning radius of 17’8”, which is shorter than the overall length of the vehicle. This specification allows for enhanced tactical maneuverability making it easier to navigate throughout the city without causing undue safety issues.
