RESOLUTION AWARDING A CONTRACT TO CITIES DIGITAL INC. FOR THE PURCHASE AND IMPLEMENTATION OF AN ENTERPRISE LEVEL LASERFICHE DOCUMENT MANAGEMENT SYSTEM, INCLUDING FIVE YEARS OF SOFTWARE MAINTENANCE AND SUPPORT SERVICES, FOR A TOTAL CONTRACT AMOUNT NOT TO EXCEED $356,760.00.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with Cities Digital Inc. for the purchase of an Enterprise Level Laserfiche Document Management System, implementation services, training, and five years of maintenance and software support services, for a total amount not to exceed $ 356,760.00, payable as follows:
a) $250,000.00 from Capital Fund 250 (Capital Equipment); Department 015 (Public Administration); Division 2014 (Year 2014); Capital Equipment 5580 Project Code E1404
b) $106,760.00 from Capital Fund 250 (Capital Equipment); Department 015 (Public Administration); Division 2015 (Year 2015); Capital Equipment 5580 Project Code E1505.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract, substantially in the form attached as Exhibit A, with Cities Digital Inc. for purchase of an Enterprise Level Laserfiche Document Management System, implementation services including business process review across the organization, training, consulting services and five years of annual maintenance and support at a 5% discount for a total amount not to exceed $ 356,760.00, subject to the availability of funds.
The Laserfiche Document Management System supports automation of workflows, digital document storage, and implementation of the City of Duluth Records Retention Schedule. The system includes the ability to allow for more streamlined access to documents across the City in addition to offering features such as versioning, full text search capabilities, redaction, online forms creation and public portal capabilities. Laserfiche is a leader in Document Management and many of the City’s core applications have built in functionality allowing for streamlined integration.
The Purchasing Division issued a Request for Proposals (RFP) on June 5, 2014 and received eight responsive proposals. Cities Digital proposed and demonstrated a software solution that meets the requirements stated in the RFP.
