Statement of Purpose
STATEMENT OF PURPOSE: This resolution will authorize the city to enter into an agreement with St. Louis County to complete an intersection control evaluation (ICE) study for the intersection of Jean Duluth Road/Snively Road (CSAH 57) and Glenwood Street (MSAS 162) located within the city of Duluth, in an amount not to exceed $25,000. The city of Duluth’s portion of the costs will be payable from Street Lighting Fund 550, Department/Agency 120 (Public Administration), Object 5319 (Other Professional Services). The cost of the study will be evenly split, with the county paying 50% and the city paying 50%. The county will pay to the city of Duluth, within 30 days of certification of final payment to the consultant, its share of the project cost (estimated amount of $12,000), payable to Street Lighting Fund 550, Department/Agency 120 (Public Administration), Object 5319 (Other Professional Services).
The intersection is currently an all-way stop. The study will consider intersection control alternatives, i.e. traffic signal, roundabout and mini-roundabout. The city and county will receive a final recommendation report. Based upon the recommendation, the city and county would then move to design and submit for federal funds. The amount will depend upon the recommended intersection control.
