RESOLUTION AUTHORIZING AN AGREEMENT WITH ST. LOUIS COUNTY AND THE CITY OF HERMANTOWN TO REVISE THE TRAFFIC SIGNAL AND COMPLETE OTHER PEDESTRIAN IMPROVEMENTS AT THE INTERSECTION OF CSAH 91 (HAINES ROAD) AND MSAS 178 (MALL DRIVE)/MSAS 106 (MARKET STREET) IN THE CITY OF DULUTH AND CITY OF HERMANTOWN.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with St. Louis County and the City of Hermantown, substantially in the form of the attached Exhibit A, to revise the traffic signal and complete other pedestrian improvements at the intersection of CSAH 91 (Haines Road) and MSAS 178 (Mall Drive/MSAS 106 (Market Street) in the city of Duluth and the city of Hermantown.  The total cost to the city of Duluth for the project will not exceed $40,000, to be paid from Street Lighting Utility Fund 550, Department/Agency 120 (Public Administration), Object 5535 (Non-Capital Improvements), city project no. 1647.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the city of Duluth to enter into an agreement with St. Louis County and the city of Hermantown to make traffic signal and pedestrian improvements at the intersection of Haines Road and Mall Drive/Market Street.  This intersection is shared between St. Louis County (Haines Road), the city of Duluth (Mall Drive) and the city of Hermantown (Market Street).  The splitting of costs between owners is consistent and typical of how these shared projects are funded.  Planned improvements include new pedestrian ramps, new signal cabinets, adding emergency vehicle pre-emption, adding or replacing signal and davit arms, heads and luminaires, replacing signage, painting the signal system, and installing audible pedestrian systems.  This work will coincide with the city of Hermantown’s reconstruction project on Market Street during the summer of 2017.  The total cost to the city of Duluth for the project will not exceed $40,000.  Payable from Street Lighting Utility Fund 550, Department/Agency 120 (Public Administration), Object 5535 (Non-Capital Improvements), city project no. 1647.
