Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes purchase of a 2023 Ford van with Envirosight Rover X in the amount of $315,947.09 as part of the Utility Operations Rolling Stock plan for 2024. Pricing for this unit is off of Sourcewell Contract 120721-EVS.

Envirosight Rover X is the closed-circuit television (CCTV) camera tractor and software portion of the vehicle. This is what is sent into the pipes to record the inspections needed by Utility staff or Engineering.

This will replace Unit 2769, which is a Ford E350 Cutaway Van purchased in 2010. Unit 2769 was purchased for $185,996.66, has incurred $48,333.00 in maintenance costs to date and has exceeded the recommended replacement age by three years. Unit 2769 will be used as a trade-in for the new unit, which reduced the purchase price by $16,000.00.

The City of Duluth owns and operates two CCTV trucks that operate year-round and respond to sewer backups, storm sewer backups and yearly collection system inspections. Street improvement plans and street preservation plans are also inspected and videoed by the CCTV crews before contracts are awarded to contractors. CCTV crews are responsible for videoing lines that are subject to claims filed by residents for damage to private property.
