CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to reprogram $290,094.92 of the 2016 Community Development Block Grant Funds approved under Resolutions 15-0859R and 16-0209R for the Housing Resources Connection, and transfer funds to the HRA Housing Rehab Program, One Roof Housing Services Program, and Duluth Housing Services Program.

Statement of Purpose
STATEMENT OF PURPOSE: This resolution reprograms CDBG FY 2016 Program funds remaining from the Housing Resource Connection Project, a joint project by the Duluth Housing Redevelopment Authority (HRA) and One Roof Community Housing (One Roof), reprogramming these funds to three individual programs, the HRA’s Housing Rehabilitation Program, One Roof’s Housing Services Program, and the Duluth Housing Services Program implemented by the Community Planning Division. The programs will work cooperatively to refocus the community’s reinvestment of resources in to maintaining affordable housing in the core neighborhoods.
The housing rehabilitation activities by the HRA and the services provided by One Roof under the original funding award will be continued under the new programs implemented by each agency. In order to comply with changes in historic review requirements and the implementation of the “HUD Environmental Review Online System”, City staff will now conduct required environmental reviews for all HUD funded projects under the “Duluth Housing Services” line item. City staff will also complete required income verification, inventory, research, and program outreach.
