MAAHS, PHD, TO PERFORM INDEPENDENT RESEARCHER SERVICES, AND CENTER FOR ALCOHOL AND DRUG TREATMENT, TO PROVIDE TREATMENT SERVICES, FOR THE PROJECT ENTITLED “2019 COMPREHENSIVE OPIOID ABUSE PROJECT”.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to accept a grant from the Department of Justice, Bureau of Justice Assistance, in the amount of $897,596.00 to be used in support of the city of Duluth 2019 Comprehensive Opioid Abuse Project, and to execute a cooperative agreement, substantially the same as the attached exhibit B.

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute an agreement, substantially the same as the attached exhibit C, with Jeffrey R. Maahs, PhD, to perform independent researcher services in support of the project and with the Center for Alcohol and Drug Treatment (CADT) to provide treatment services; revenue to be deposited in fund no. 215-200-2229-4209-02 (Duluth police grant programs, police, opioid abuse program, direct federal grants operating) and fees for the researcher and CADT to be taken from fund no. 215-200-2229-5319 (Duluth police grant programs, police, 2019 opioid abuse program, other professional services).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to accept a grant award whose budget summary is attached as exhibit A in the amount of $897,596 from the Department of Justice, Bureau of Justice Assistance, to address and reduce opioid-related deaths in southern St. Louis County. This is a new grant covering a three-year period with the city as the fiscal agent. The city will use some of the monies to hire Dr. Maahs an independent researcher who will take on an active research role by providing active, ongoing assessment support, including data collection and support. The city will use some of the monies to pay the Center for Alcohol and Drug Treatment Center for treatment services for identified opioid abuse victims that have been identified through calls for service.
