CITY PROPOSAL:

 

RESOLVED, that the City Council hereby authorizes a substantial amendment to the 2020 Annual Action Plan adopted by resolution 20-0073 to remove the Superior View & Pine Grove Apt Rehab Project by Accessible Space, Inc from the Community Development Block Grant (CDBG) program adopted by resolution 20-0074; and

FURTHER RESOLVED, that the proper city officials are hereby authorized to reprogram $60,000 in Community Development Block Grant Program (CDBG) Funds to the 2024 One Roof Community Land Trust-New Construction Program project adopted by resolution 24-0595R

Statement of Purpose

STATEMENT OF PURPOSE:  In spring of 2024 City Staff learned that the Superior View & Pine Grove Apt rehab project was completed without receiving Environmental Review approval.  All federal funded projects are required to received Environmental Review approval prior to beginning work. During this time, City Staff also learned that the 2024 HOME allocation of funds was reduced by $80,258.13 than the estimated amount. This reduction reduced the funding for the Community Land Trust New Construction Project by One Roof Community Housing. The reallocation of the $60,000 in funds from the Superior View & Pine Grove Rehab project will help the address funding gap for the 2024 Community Land Trust New Construction project.  

When a project is no longer receiving funding, it is required by HUD to be removed from the Action Plan that created it, therefore the 2020 Action Plan needs to be amended to remove the Superior View & Pine Grove Rehab project.  Removing a project from an action plan, requires a public hearing. 

A public comment period was held from July 6, 2024 to August 6, 2024 and the Community Development Committee held a public hearing on August 6, 2024 on the substantial amendment removing the Superior View & Pine Grove Apt Rehab project from the 2020 Action Plan. At the August 6, 2024 Community Development Committee meeting, the Committee recommended allocating these funds to the 2024 CDBG Program to Community Land Trust New Construction Project by One Roof Community Housing to address the HOME funding reduction.
