AN ORDINANCE AMENDING CHAPTER 2, ARTICLE XXXII, SECTION 2-171, OF THE DULUTH CITY CODE TO INCREASE THE MEMBERSHIP OF THE HOUSING TRUST FUND REVIEW COMMITTEE TO SEVEN MEMBERS AND REQUIRING THAT ONE MEMBER BE A ST. LOUIS COUNTY OFFICIAL.

CITY PROPOSAL:
The city of Duluth does ordain:
Section 1. That Chapter 2, Article XXXII, Section 2-171, of the Duluth City Code be amended as follows:
Sec. 2-171. Programs; review committee.
There is hereby established a HTF Review Committee (“committee”) to advise the division, implementing agencies if any, and the city council concerning programs of the HTF and the making of loans thereunder. Said committee shall consist of five seven members who shall be residents of the city of Duluth or employed in the city of Duluth. Members shall serve a term of three years. Members shall be appointed by the mayor with approval of the city council. One member shall be a City official, one shall be a representative of the Local Initiative Support Corporation Duluth, one shall be a representative of the Duluth HRA official, one shall be a St. Louis County official, and twothree shall be members at large. The committee shall adopt reasonable bylaws to establish its annual meeting calendar, and to provide for meeting rules and regulations to conduct its business.
Section 2. That this ordinance shall take effect 30 days after its passage and publication.
Statement of Purpose
STATEMENT OF PURPOSE: This ordinance implements text amendments to Chapter 2, Article XXXII of the City Code, related to the Housing Trust Fund review committee.
The ordinance changes the size and composition of the housing trust fund review committee. These changes would increase the size of the committee from five to a seven-member body; and change the composition of the committee increasing the at-large members from two to three, and adding one representative from St. Louis County.
The proposed changes were discussed by the housing trust fund review committee at their June 14, 2023, meeting and approved by a 5-0 vote.
