Statement of Purpose
STATEMENT OF PURPOSE: The State of Minnesota has established a new three-stage application process for Legacy Amendment Parks and Trails grants. The process requires council authorization at each stage. This resolution authorizes submission of a stage one application (Exhibit A) which the state will use to determine whether the St. Louis River Corridor Recreation Area (Exhibit B) is a sufficiently significant recreation area in our region to warrant closer examination. The state may invite a stage two application in the form of a St. Louis River Corridor Recreation Area master plan now in development which the state will use to determine whether to formally designate St. Louis River Corridor Recreation Area as a park of regional significance. If the St. Louis River Corridor Recreation Area is so designated, the state will invite the city to submit a final, stage three, application in September which will include a request for a specific amount of funding to implement specific elements of the St. Louis River Corridor Recreation Area master plan.
If the St. Louis River Corridor Recreation Area is designated as regionally significant, specific projects that may become eligible for state Legacy Amendment funding include, but are not limited to, Fairmount Park, the Western Waterfront Trail, the DWP Trail, the St. Louis River Water Trail, Grand Avenue Nordic Center, and Quarry Park.
