RESOLUTION AUTHORIZING CITY OFFICIALS TO EXECUTE A FUNDING AGREEMENT WITH THE CHESTER BOWL IMPROVEMENT CLUB TO PROVIDE $125,000 FOR THE DESIGN AND CONSTRUCTION OF A BRIDGE CROSSING CHESTER CREEK

CITY PROPOSAL:
WHEREAS, resolution 22-0927R authorized City officials to accept a grant of $125,000 from St. Louis County for construction of a bridge and chalet improvements within Chester Park, as specified in the grant agreement attached hereto as Exhibit A; and
WHEREAS, resolution 22-0010R authorized a three-year agreement with the Chester Bowl Improvement Club for the operation and management of Chester Bowl Park and Chalet.
NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to execute a funding agreement with the Chester Bowl Improvement Club, substantially in the form attached hereto as Exhibit B, to provide $125,000 for the purpose of supporting the design and construction of a new bridge crossing Chester Creek, payable from fund 205-130-1220-5441-CM205-CHSTER-MMPIMP (Parks Fund - Community Resources - Parks Capital - Other Services and Charges - Capital Maintenance Fund 205 - Chester Park - Mini-Master Plan Implementation).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the execution of a funding agreement with the Chester Bowl Improvement Club, substantially in the form attached hereto as Exhibit B, to provide $125,000 for the purpose of supporting the design and construction of a bridge crossing Chester Creek.
The City of Duluth was granted $125,000 from the St. Louis County economic development fund for bridge and chalet improvements at Chester Park, as specified in the grant agreement attached as Exhibit A. The cost of the bridge will utilize the full amount of the grant funding and chalet improvements will be pursued in the future when the necessary funding is secured.
The Chester Bowl Improvement Club (Chester Bowl) operates under a management agreement with the City of Duluth to implement programming of the many recreational opportunities within the park. The construction of a permanent bridge across Chester Creek is integral to the continued programming and use of the entire park area. A temporary, seasonal bridge has been erected each winter to enable access, but the process has proven to be unsustainable and unsafe for the amount of foot traffic and presence of young children.
In addition to this funding from the St. Louis County economic development fund, Chester Bowl has secured a grant of $71,250 from the Community Development Block Grant program to support the bridge’s construction.
