CITY PROPOSAL:

                     WHEREAS the Duluth Area Family YMCA True North AmeriCorps program (“True North AmeriCorps”) recruits, trains, and supervises more than 30 members per year to provide essential academic support and youth development services to children throughout Duluth; and

                     WHEREAS, the city of Duluth has provided funding to the True North AmeriCorps program since 2012 and that investment has helped to secure more than $400,000 per year in federal money that has substantially expanded and improved the youth development services True North AmeriCorps is able to provide to Duluth children; and

                     WHEREAS, the city wishes to continue to invest in True North AmeriCorps; and

WHEREAS, the Duluth City Council supported resolution 16-0768R that provided a three-year commitment to provide financial support to True North AmeriCorps;

THEREFORE, BE IT RESOLVED that the proper city officials are authorized to execute and implement a three-year agreement extending from August 1, 2017 to July 31, 2020 (EXHIBIT A) with the Duluth Area Family YMCA to provide afterschool and summer youth development programming at eight nonprofit youth serving agencies, five city parks, and at least twelve schools located throughout the city, for a maximum annual amount of $120,000, payable from Parks Fund 205, Community Resources 130, Parks Operating 1219, Contract Services 5310 .

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the proper city officials to execute and implement a three-year agreement extending from 2017-2020 (EXHIBIT A) with the Duluth Area Family YMCA for approximately 30 AmeriCorps members to provide afterschool and summer youth development programming at eight nonprofit youth serving agencies, five city parks, and twelve schools located throughout the city. The partnership emphasizes positive, active, outdoor youth development programming with a focus on neighborhoods and children in greatest need. In exchange for these services, the City will provide up to $120,000 per year from the Parks Fund for a period of three years for a total not to exceed $360,000. Youth agencies that will host one or more year-round AmeriCorps members include Neighborhood Youth Services (Hillside), Valley Youth Center (Denfeld), YWCA Girl Power (city-wide), Gary New Duluth Rec Center, YMCA Harbor Highlands (Hillside), YMCA Mentor Duluth (city-wide), YMCA/Duluth Public Schools KEY Zone (city-wide), and YMCA/Edison Schools Eagles Nest (Irving). Youth agencies expected to host a summer-only AmeriCorps member include Damiano Center Kids Café (Hillside), Chester Bowl Improvement Club, Hartley Nature Center, YMCA Youth Outdoors Duluth (city-wide), YMCA Day Camp Kitchigami (Chester/Hillside), Duluth Children’s Museum (Lincoln Park), and Bayfront Festival Park.
