CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to execute an agreement with LHB, Inc. for the Duluth Lakewalk project as identified in the attached Exhibit A for a total amount not to exceed $1,119,149.00, payable from fund 450-030-5535-CP450-20BOND-LKWALK (capital improvements, finance, non-capital improvements; capital projects - other fund contributions, city & state bonds 2020, Lakewalk shoreline hazard mitigation).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an agreement with LHB, Inc. for professional design and construction services for the Duluth Lakewalk project for a total amount not to exceed $1,119,149.00.

 

The services to be provided consist of project management, complete designs, public engagement, geotechnical evaluation, survey and right-of-way mapping, environmental documentation and agency approvals, bidding assistance, and construction administration.

 

This agreement for design and construction services will be paid for with $5.5 million of tourism-tax-funded City bonding dedicated in 2020 to pay for the City’s portion of the cost to resiliently reconstruct destroyed, damaged, and vulnerable coastal infrastructure along Brighton Beach, the Lakewalk, Canal Park, the Baywalk, and the DECC/Aquarium seawall.

 

The ensuing $10.3 million Lakewalk reconstruction project will be funded by an $8.2 million federal grant and a $2.1 million state grant. Remaining City funds put aside for the project may be drawn upon to help cover any cost overages that may materialize.

 

This project will resiliently reconstruct and otherwise enhance the entirety of the Lakewalk from Canal Park to Water Street and from 23rd Avenue East to 28th Avenue East. The scope of work includes the trail alignments and surfaces, pause areas, social and connector trails, accessible reroutes, and shoreline stabilization. The project will restore and stabilize vulnerable portions of the shoreline, retreat and rehabilitate the Lakewalk, increase neighborhood and Downtown connectivity to the trail, improve accessibility and safety, and reduce congestion on the trail.

Resilient reconstruction of the Lakewalk will protect the Lakewalk, I35, the railroad, and sewer mains from progressive damage by powerful Lake Superior storms that have been eating away at the Downtown Duluth shoreline.
