STATEMENT OF PURPOSE: This resolution authorizes the execution of a subrecipient agreement, substantially in the form of Exhibit A, with the St. Louis River Alliance including a subgrant in an amount not to exceed $285,227 with funds from an Environment and Natural Resources Trust Fund (ENTRF) grant awarded to the City.
The subrecipient agreement will allow the Alliance to hire a new National Water Trail Coordinator to work on implementation of the National Water Trail Plan, and hire two part-time staff for community engagement. These new positions will provide outreach and education to promote river-related activities, recreation, and education. The Alliance will develop programming and events to promote the success of the cleanup of the St. Louis River Area of Concern and promote the National Water Trail as a local, regional, and national destination. The Alliance will work to remove barriers for under-resourced and disadvantaged community members to access and enjoy the restored river.
