RESOLUTION AUTHORIZING A CONTRACT WITH KTM PAVING, INC. FOR INFRASTRUCTURE IMPROVEMENTS AT KEENE CREEK PARK FOR AN AMOUNT NOT TO EXCEED $202,181.89

CITY PROPOSAL:
RESOLVED, that the proper city officials are authorized to contract with KTM Paving, Inc. for infrastructure improvements at Keene Creek Park for a total amount not to exceed $202,181.89 payable from fund 452-030-5530-HANDHTAX-1527-08 (tourism and recreational projects, finance, improvements other than buildings, half and half tax projects, neighborhood parks, keene creek park).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with KTM Paving, Inc. for infrastructure improvements at Keene Creek Park for an amount not to exceed $202,181.89.
Contractor will install a variety of improvements to the park generally consistent with the Keene Creek Park mini-master plan approved by City Council June 26, 2016. Improvements will include reconstruction of accessible paved multi-use trails throughout the park, stormwater improvements and dog park boundary adjustments to protect Keene Creek trout stream, modest increase in the size of the dog park, and a new water fountain for canine and human visitors to the dog park.
Outside the scope of this contract, additional fall 2020 improvements to Keene Creek Park will include new signage and a new playground paid for by the City of Duluth and a new bike skills development park to be constructed by COGGS.
Purchasing issued an Invitation to Bid on July 10, 2020, and received three bids as listed below. KTM Paving, Inc submitted the lowest responsive bid. The City worked with the low bidder to value engineer a reduced contract amount of $202,181.89.

Funding for this contract includes a $52,000 U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG), $76,050 in matching funds from a .5% increment in the tourism tax designated by the State of Minnesota Legislature and the Duluth City Council to capital improvements to public facilities in western Duluth for the purposes of outdoor recreation and tourism, and $82,912 in matching funds from the Park Fund capital budget.
