Title

RESOLUTION APPROVING PROPOSED AMENDMENTS TO THE SPECIFICATIONS FOR THE EXISTING CIVIL SERVICE CLASSIFICATION OF MANAGER, MAINTENANCE & SUPPLY SERVICES, INCLUDING A TITLE CHANGE TO MANAGER, FLEET SERVICES, AND SPECIFYING CONTRACT BENEFITS FOR SAME.

Body

CITY PROPOSAL:

RESOLVED, that the proposed amendments to the specifications for the existing civil service classification of manager, maintenance & supply services, including a title change to manager, fleet services, which were approved by the civil service board on November 17, 2015, are approved; that said classification shall remain subject to the city’s collective bargaining agreement with its supervisory unit employees, that pay range will change from Pay Range 1040-1050, $4,559 to $5,816, to Pay Range 1100-1115, $5,814 to $7,576 per month.  The proper city officials are authorized to execute and implement an agreement with the union to provide for employing one or more unit members consistent with this resolution.

Statement of Purpose

STATEMENT OF PURPOSE:  This existing classification has been revised as a result of a study and analysis performed in 2013 on the fleet management services program, which resulted in several staffing recommendations. The city has already implemented the creation of a fleet assistant classification, which addressed tasks and functions that were previously not represented in any classification.  The primary changes to this classification are the increase in education and experience requirements, and the addition of duties related to software systems and other technologies used in the field, such as GPS.

The primary duties of this classification are assisting the maintenance operations manager in procurement, utilization, operation, and maintenance of all city vehicles and equipment.  This classification also supervises the city's fleet management services program and the staff that perform those services.  The pay rate negotiated for this classification is Pay Range 1100-1115, pay rate of $5,814 to $7,576 per month.  This is a change from Pay Range 1040-1050, pay rate of $4,559 to $5,816 per month.
