RESOLUTION AUTHORIZING AN AGREEMENT WITH AMI CONSULTING ENGINEERS FOR CIVIL, STRUCTURAL, AND LANDSCAPING ENGINEERING DESIGN SERVICES FOR DAMAGE REPAIR PROJECTS AT MULTIPLE LOCATIONS FROM THREE SEPARATE STORM EVENTS IN AN AMOUNT NOT TO EXCEED $599,900.00.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to execute an agreement with AMI Consulting Engineers for civil, structural, and landscaping engineering design services for damage repair projects at multiple locations from three separate storm events as identified in the attached Exhibit A, for a total amount not to exceed $599,900.00, payable from the following funds.

• 225-125-1825-5319-FLD0624 (Disaster Recovery Fund, Finance, Flooding June 2024 (FEMA), Other Professional Services, Flooding June 18, 2024 (FEMA)).
Statement of Purpose
STATEMENT OF PURPOSE:
This resolution authorizes an agreement with AMI Consulting Engineers to design, permit, and manage more than 100 small-to-medium-sized flood disaster repair projects dispersed throughout the city for a total amount not to exceed $599,900.00. $525,000 of the cost of the contract will be paid by state and federal disaster recovery agencies. The City will use its disaster fund and in-kind contributions of staff time to fulfill the approximately $75,000 local match requirement.
The damage was caused by three separate, state and/or federally designated, flood disasters in 2023 and 2024. The damage is predominantly to parks and trails, most often in the form of damaged or destroyed culverts, bridges, retaining walls, and gravel paths and roads.
Under the contract, AMI would support the resilient reconstruction of flood damaged assets at an anticipated cost of approximately $4 million of which approximately $3.5 million would be paid by state and federal governments. The City would use its disaster fund and in-kind contributions of staff time to fulfill the approximately $500,000 total local match requirement.
Federal and state funding will permit the City to reconstruct damaged assets so as to be far less vulnerable to harm from future storms. In the City’s experience with seven declared disasters since 2012, public infrastructure reconstructed with disaster aid to withstand extreme weather does consistently endure subsequent disasters with limited or no further harm.
A RFP was issued on January 1, 2025, and two bids were received as listed below. AMI Consulting Engineers was highest graded bid. AMI’s proposal is attached as Exhibit A.
