CITY PROPOSAL:

RESOLVED, that the proper City officials are authorized to execute an amendment to agreement L30836 with Commercial Irrigation to include the addition of irrigation improvements on the front nine for an increase of $1,679,971.00, and a new total amount not to exceed $6,326,590.00, payable from fund 503-400-RENO-5530-ENGRENOV-PHASE1 (golf, parks and recreation, Enger renovation, improvements other than buildings, Enger golf course renovation, Enger golf course renovation phase 1).

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the first amendment to agreement L30836 with Commercial Irrigation for an increase of $1,679,971 to include irrigation improvements on the front nine holes at Enger Park Golf Course.

 

The initial agreement was authorized by the previous City Council resolution 23-0414R, in which the base bid only included the purchase and installation of irrigation equipment on 18 of the 27 holes at the Enger Park Golf Course. The bid included an add alternate for the irrigation on the final 9 holes. This amendment will approve implementation of the alternate, which includes the purchase and installation of irrigation equipment for the front nine. City Council resolution 23-0748R confirmed support of parks-based athletic venue capital improvement projects, including the intent to pursue City bonding of up to $1,700,000 to support the in-progress replacement and improvement of the irrigation system at Enger Park Golf Course. The additional necessary funding for this amendment will be sourced from these funds under the Duluth Athletic Venue Reinvestment Initiative.

 

If approved, the contracted work will continue to proceed throughout 2024 with completion anticipated by spring of 2025. As approved in resolution 23-0485R, Enger Park Golf Course will continue to be the location of the City of Duluth golf operations for the 2024 season. Construction will be planned and executed in a manner that maintains a minimum of 18 holes of play at all times.

 

Completion of the Enger Golf irrigation system replacement on the front nine through this amendment to the larger, previously bid project is anticipated to be a few hundred thousand dollars less expensive than if the City were to contract the work out separately at a later date.
