RESOLUTION AUTHORIZING APPLICATION TO AND, IF OFFERED, ACCEPTANCE OF A $150,000 MINNESOTA DEPARTMENT OF NATURAL RESOURCES OUTDOOR RECREATION GRANT TO IMPLEMENT PORTIONS OF THE WEST DULUTH SPORTS CORRIDOR MINI-MASTER PLAN - PHASE I.

CITY PROPOSAL:
BE IT RESOLVED, that the city of Duluth act as legal sponsor for the project contained in the Outdoor Recreation grant application, for $150,000, attached hereto as exhibit A, to be submitted on the 31st day of March, 2017 and that Andrew Slade is hereby authorized to apply to the Department of Natural Resources for funding of this project on behalf of the city of Duluth.
BE IT FURTHER RESOLVED, that the city of Duluth has the legal authority to apply for financial assistance, and financial capability to meet the match requirement (if any) and ensure adequate construction, operation, maintenance and replacement of the proposed project for its design life.
BE IT FURTHER RESOLVED, that the city of Duluth has not incurred any development costs and has not entered into a written purchase agreement to acquire the property described in the cost breakdown section on this application.
BE IT FURTHER RESOLVED, that the city of Duluth has or will acquire fee title or permanent easement over the land described in the site plan included in this application.
BE IT FURTHER RESOLVED, that upon approval of its application by the state, the city of Duluth may enter into an agreement substantially similar to Exhibit B, with the state of Minnesota for the above-referenced project, and that the city of Duluth certifies that it will comply will all applicable laws and regulations as stated in the grant agreement including dedicating the park property for uses consistent with the funding grant program into perpetuity.
NOW, THEREFORE BE IT RESOLVED, that city of Duluth chief financial officer is hereby authorized to execute such agreements as are necessary to implement the project on behalf of the application.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the city of Duluth to submit application to the Minnesota Department of Natural Resources for a $150,000 Outdoor Recreation grant that would fund a variety of improvements at Wade/Wheeler Athletic Complex, consistent with those in the council approved West Duluth Sports Corridor Mini-Master Plan, attached hereto as exhibit C. The city of Duluth will provide a 1:1, $150,000 match with $137,800 from Tourism & Recreation Projects 452, Finance 030, Half and Half Tourism Tax Projects 5530, Project HANDHTAX-1505 and $12,200 from Special Projects 210, Finance 030, Special League 3190, Other Services and Charges 5441. Improvements funded by the total $300,000 investment will include new tennis/pickle ball courts ($33,000), bocce ball courts ($8,000), basketball courts ($44,000), upgraded little league fields ($30,000), wheeler softball pin wheel ($55,000), wade right field parking lot improvements ($55,000), and parking lot trail connection ($39,600), and burying of overhead power lines ($24,400). If funded, this grant will help advance the facility as a regional tournament destination and improve the recreational experience for fans, players, and community members.
