RESOLUTION AUTHORIZING AN AGREEMENT WITH KARPEL SOLUTIONS FOR A COMPREHENSIVE CASE MANAGEMENT SOFTWARE SYSTEM FOR AN AMOUNT NOT TO EXCEED $132,800.

CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into an agreement in the form substantially attached as Exhibit A with Karpel Solutions for a comprehensive case management software system for an amount not to exceed $132,800, payable from funds as follows:
$95,250 250-015-2019-5580, CE250-E1902 (capital equipment, public administration, fiscal year 2019; capital equipment fund 250 document management - it)
$37,550 250-015-2020-5580, CE250-E2005 (capital equipment, public administration, fiscal year 2020; capital equipment fund 250 attorney file management)
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a software and services agreement, substantially in the format attached as Exhibit A, with Karpel Solutions for a comprehensive case management system. The total project price includes the selection and acquisition of software, hardware, implementation services, training, and support and maintenance costs to replace the current system.
The Purchasing Division issued a request for proposals in September 2020 for the purchase of a comprehensive case management system for the City Attorney’s Office. The Attorney’s Office does not currently have a civil law case management system, and the current criminal case management system [The Complete Prosecutor (TCP)] is no longer available. The Attorney’s Office needs a comprehensive case management system to address the following needs:
1. Improve service to public, city council, administration, departments, boards, commission, and authorities.
2. Provide a secure and user-friendly software solution for attorneys and staff
3. Provide an accurate and efficient means to manage the various City Attorney Office data needs
4. Provide security to ensure confidentiality while providing ease of access through roles and permissions.
5. Provide flexibility to allow for emerging technologies and future expansion
6. Enhanced litigation management
7. Access to data in the courtroom and in the field.
8. Provide integrated solutions for data sharing and workflow amongst various departments and our customers as necessary.
The City received six proposals from Legal Files Software, Karpel Solutions, Spartan Technology Solutions, Agisent Technologies, Sysintellects, SoluSoft, and Eclat Integrated Software Solutions. The City’s selection committee selected Karpel Solutions. Karpel’s program includes the following features:
