CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Stack Brothers Mechanical Contractors, Inc. for Phase I of the Grand Avenue Nordic Center project, as depicted in the map attached hereto as exhibit A, for a total amount not to exceed $1,512,314.98, payable from fund 452-030-5530-HANDHTAX-1506 (Tourism & Recreation Projects; Finance; Improvements Other Than Buildings; Half & Half Tax Projects; Nordic-Lower Spirit), subject to the following.
FURTHER RESOLVED, that the purchasing agent is hereby authorized to delete from said contract as bid the provision of steel as provided for in the contract as bid and to deduct from the contract bid amount the itemized bid amount of $98,104.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes a contract with Stack Brothers Mechanical Contractors, Inc. for Phase I of the Grand Avenue Nordic Center project for an amount not to exceed $1,512,314.98. To provide for the possibility that pending tariffs on steel may go into effect, this resolution further authorizes the purchasing agent to reduce the contract amount by $98,104 for the cost of steel materials. If steel is deleted it would be bid and purchased separately.
The overall scope of the Grand Avenue Nordic Center encompasses four sections of trail, as shown in exhibit A. Section one is a 1.5km loop, section two a 1km loop, section three a .8km loop and section four a 1.9km connector trail to the existing upper trail system. Phase I of the project will include construction of trail sections one and two, and above ground snowmaking infrastructure on section one. Trail construction will include clearing and grubbing, common excavation, aggregate surfacing, stormwater and erosion improvements, turf establishment, concrete curb and gutter and culvert drainage system improvements
Phase I project is part of the larger Spirit Mountain Master Plan update to develop a regional center of activity for cross-country skiing with a dependable extended-season venue for recreational skiing, youth activities, and regional high school events.
Purchasing issued an Invitation to Bid on February 12, 2018 and received two bids from contractors as listed below. The City worked with Stack Brother, the lowest responsive bidder, and value-engineered the project to bring it within budget parameters.
