RESOLUTION AUTHORIZING THE PROPER CITY OFFICIALS TO REQUEST AND ACCEPT FROM ST. LOUIS COUNTY, ON BEHALF OF THE STATE OF MINNESOTA, CERTAIN TAX FORFEIT LAND IN THE AMOUNT OF $4,000 FOR ECONOMIC DEVELOPMENT PURPOSES.

CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to request and accept from St. Louis County, on behalf of the State of Minnesota, the following described tax-forfeited lands located in St. Louis County, Minnesota for economic development purposes:

 

A strip of land 25 ft on either side of the center line of Duluth Trans RY as formerly laid out across SE¼ of SE¼ of NE¼ of SW¼, EXCEPT MINERALS

 

FURTHER RESOLVED, that the proper city officials are hereby authorized to execute all required documents in connection with the request and acceptance of the real property described above and pay the sale price of $4,000, plus administrative fees, recording fees, and other costs associated with the conveyance; payable from Fund 110-700-1420-5447.

 

Statement of Purpose

STATEMENT OF PURPOSE: The purpose of this resolution is to authorize the request of and accept certain tax forfeit land (the “Property”) from St. Louis County, on behalf of the State of Minnesota, in the amount of $4,000 for economic development purposes.  The Property is in the Gary-New Duluth neighborhood located off Commonwealth Ave. (across from Atlas Industrial Park).  An aerial view of the Property is depicted in red on the map attached as Exhibit 1.

 

Under Resolution No. 25-0100, the City Council will authorize a purchase agreement with Joto, LLC (“Joto”) whereby the City would acquire the Property from the State of Minnesota and sell it to Joto for economic development purposes.  The Property is completely surrounded by property already owned by Joto, and the City’s involvement is needed to facilitate the transfer to Joto as the State cannot sell directly to Joto.  Joto’s property is used in connection with Duluth Brass, a manufacturer of bronze bearings and related parts.  A portion of the building used by Duluth Brass lies within the Property.

 

Ordinance No. 25-001, if approved, will authorize the sale of the property to Joto (once acquired by the State).  St. Louis County would like a separate resolution evidencing the City’s authorization to acquire the Property from the State of Minnesota.
