RESOLUTION AUTHORIZING A SUBRECIPIENT AGREEMENT WITH THE ST. LOUIS RIVER CITIZENS ACTION COMMITTEE IN AN AMOUNT NOT TO EXCEED $50,000 TO SUPPORT PUBLIC ACCESS OPPORTUNITIES ALONG THE ST. LOUIS RIVER

CITY PROPOSAL:
WHEREAS, the St. Louis River Citizens Action Committee has supported the continued development of the St. Louis River Estuary National Water Trail and opportunities for recreation and education along the River; and
WHEREAS, resolution 24-0788R authorized acceptance of a grant, Federal Award Identification Number GL00E03811, from the U.S. Environmental Protection Agency in the amount of $455,000 to improve public access opportunities along the St. Louis River Estuary, which included a subaward to the St. Louis River Citizens Action Committee; and
WHEREAS, the St. Louis River Citizens Action Committee collaborated with the City during the application for the Federal grant GL00E03811 to include a subaward funding to support the maintenance and promotion of the National Water Trail
NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to execute a subrecipient agreement, substantially in the form of Exhibit A, with the St. Louis River Citizens Action Committee, sub-awarding an amount not to exceed $50,000.00 from the Federal Award GL00E03811 for the purpose of St. Louis River Estuary National Water Trail programming and trailhead maintenance, payable from fund 205-130-1220-5310-CM205-WENJUS-24EPA (parks fund, community resources, parks capital, contract services, capital maintenance fund 205, environmental justice, 2024 EPA).
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the execution of a subrecipient agreement, substantially in the form of Exhibit A, with the St. Louis River Citizens Action Committee - doing business as the St Louis River Alliance - sub-awarding $50,000 with funds awarded to the City from the U.S. Environmental Protection Agency grant, Federal Award GL00E03811. The subrecipient agreement will support the St. Louis River Citizens Action Committee for the maintenance and promotion of the St. Louis River Estuary National Water Trail trailheads and providing barrier-free programming to connect communities to the restored River.
