CITY PROPOSAL:
RESOLVED, that the proper city officials are hereby authorized to reprogram $10,432.59 from the 2022 Community Development Block Grant (CDBG) Program for the 2024 Community Development Block Grant Program for the Duluth Property Rehab Program.

Statement of Purpose
STATEMENT OF PURPOSE: In the spring of 2024 City Staff learned the 2024 HOME allocation of funds was reduced by $80,258.13 than the estimated amount. This reduction reduced the funding for the Community Land Trust New Construction Project by One Roof Community Housing. To addressed this situation, City Staff reviewed previous projects for funding opportunities. The 2022 Salvation Army Landlord Incentives Program and Recovery Alliance Duluth’s Peer Based Recovery Support programs have ended and did not use all their allocated funding; therefore, these funds are available for reprogramming.
At the August 6, 2024 Community Development Committee meeting, the Committee recommended allocating these funds to the 2024 CDBG Program to Community Land Trust New Construction Project by One Roof Community Housing to address the HOME funding reduction.
