RESOLUTION AUTHORIZING AN AGREEMENT WITH LHB, INC. FOR A PARK, RECREATION, AND COASTAL PRESERVATION PLAN FOR PARK POINT RECREATION AREA FOR AN AMOUNT NOT TO EXCEED $129,461.00.

Body

CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to enter into an agreement, substantially in the form of that attached as Exhibit B, with LHB, Inc. for a park, recreation, and coastal preservation plan for Park Point Recreation Area for an amount not to exceed $129,461.00, payable from fund 205-130-1220-5310, CM205-PKPT-23CSTL (parks fund, community resources, parks capital, contract services; cap mtce fund 205, Park Point, 2023 coastal grant, Park Point Recreation Area plan).

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes an agreement with LHB, Inc. for a park, recreation, and coastal preservation plan for Park Point Recreation Area for an amount not to exceed $129,461. Contract costs will be evenly split between a DNR Coastal Program grant and the City’s parks capital budget.

The completed plan will prescribe how to cost-effectively reinvest in deteriorated infrastructure including, but not limited to, the road, parking lots, ball fields, boat ramp, seawalls, shoreline, and dock in a manner that will support enjoyment of the area, protect the natural environment, and endure over time. The plan will also help the City access state and federal funds necessary for plan implementation.

The City Purchasing Division issued a request for proposals on January 22, 2025 and received seven proposals as indicated below.  After initial review and scoring, the top three proposals were selected for interview.  After interviews, LHB, Inc. is being recommended for award. LHB, in partnership with the City Parks Division, will support a comprehensive, multi-disciplinary, public planning process that will inclusively engage the community and the City’s inter-governmental partners to help decide the future of this popular and environmentally sensitive recreation area.
