CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to apply to the Minnesota Pollution Control Agency for up to $150,000 from the Planning Grants for Stormwater, Wastewater, and Community Resilience Program for a stormwater infrastructure needs analysis of all built and natural features at Spirit Mountain Recreation Area.

 

FURTHER RESOLVED, the city of Duluth has the legal authority to apply for the money, and financial, technical, and managerial capacity to ensure proper planning and maintenance of the project.

 

FURTHER RESOLVED, the Spirit Mountain Recreation Authority will provide the ten percent ($15,000) cash match.

 

FURTHER RESOLVED, the Duluth city council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West First Street, Duluth, MN 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution authorizes the City of Duluth to submit an application on behalf of Spirt Mountain Recreation Authority for $150,000 to the Minnesota Pollution Control Agency grant program: Planning Grants for Stormwater, Wastewater, and Community Resilience. If awarded, grant funds would be used to:

1.                     Conduct a stormwater infrastructure needs analysis for all built and natural features at the developed core of the Spirit Mountain Recreation Area, including all buildings, parking, campground, and trails;

2.                     Review the existing combination of snowmaking/stormwater conveyance and treatment systems; and

3.                     Develop schematic level design solutions for each of the identified issues on the mountain.

 

The assessment will guide stormwater design for the anticipated upper chalet renovation project, which will include obligatory associated stormwater management improvements. Completion of this assessment may also support future applications for federal funds to implement obligatory stormwater improvements to a higher standard and at a lower cost to Spirit Mountain Recreation Authority.

 

It is the intent of the Spirit Mountain Recreation Authority and City of Duluth that the City will receive and administer the grant on behalf of the Authority, including contracting and management of grant-funded stormwater engineering consultants. Spirit Mountain Recreation Authority will provide the required 10% local match.
