CITY PROPOSAL:

RESOLVED, that the proper city officials are hereby authorized to enter into an agreement with LHB, Inc. to provide professional engineering design and inspection services for necessary repairs and improvements at the Duluth Aerial Lift Bridge in an amount not to exceed $217,744, payable from Permanent Improvement Fund 411, Department 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 1710.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution will authorize an agreement with LHB, Inc. to provide professional engineering design services for the sidewalk superstructure rehabilitation and painting assessment/repainting of the Duluth Aerial Lift Bridge and construction observation services for the partial replacement of the bridge decking at the Duluth Aerial Lift Bridge.

 

The project will involve performing an analysis of the sidewalk superstructure and paint system of the bridge.  Services will also include preparation of plans for the rehabilitation of the sidewalk superstructure and painting of the bridge.  Additionally, services will include providing construction inspection during the bridge deck replacement project.

 

Upon completion of this work the reliability and sustainability of the Duluth Aerial Lift Bridge for residents and visitors alike will be substantially enhanced.  Due to the scope and complexity of this work we requested that a consulting engineer be hired to provide professional engineering design and construction inspection services for this project.

 

LHB, Inc. staff has extensive experience with the bridge and is uniquely situated to provide services related to the work detailed above.  Given this fact, LHB, Inc. was the sole firm from which a proposal was solicited.  Payable from Permanent Improvement Fund 411, Department 035 (Capital Projects Accounts), Object 5530 (Improvements Other than Buildings), city project no. 1710, requisition no. 18-0132.  Engineering costs will be reimbursed and paid with municipal state aid funds.
