CITY PROPOSAL:

RESOLVED, that the proper city officials are authorized to execute an agreement with UPD Consulting for professional services related to diversity, equity and inclusion internal strategic planning as identified in the attached Exhibit A for a total amount not to exceed $149,405, payable from fund 110-700-1450-5310 (general, transfers and other functions, transfers and accruals, contract services).

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution authorizes an agreement with UPD Consulting for professional services to improve diversity, equity and inclusion (DEI) efforts, including the development of a strategic plan, for a total amount not to exceed $149,405.

 

Professional services are needed to assess, plan, and begin implementation of internal improvements to the city’s DEI efforts. The resulting strategic plan will assist the City’s Equity Action Team (EAT) to organize, prioritize, and lead efforts to be a more inclusive and equitable organization. The EAT, comprised of city employees from all departments, was established in 2021 with the goal of identifying needs and addressing disparities that exist within the organization. The strategic plan process will assist the EAT in assessing current organization barriers, setting goals and priorities, identifying performance metrics, and beginning the development of organizational capacity to further DEI efforts across all departments. This process is expected to take 12-18 months and will result in specific steps to become a more diverse, equitable, and inclusive organization.

 

Purchasing issued a Request for Proposals on February 9, 2023 and received eight proposals. The proposals were evaluated by members of the EAT Executive Team and City Commission members.

Following the technical evaluation process, interviews were held with the top four proposers to further evaluate relevant experience, methodology, and organizational fit for this project.   After interviews, UPD Consulting was selected for award.
