RESOLUTION AUTHORIZING ACCEPTANCE AND EXECUTION OF A HOST SITE AGREEMENT WITH THE MINNESOTA POLLUTION CONTROL AGENCY FOR THE 2016-2017 PROGRAM YEAR GREENCORPS MEMBERS.

CITY PROPOSAL:
WHEREAS, the city of Duluth has applied to host two AmeriCorps members from the Minnesota GreenCorps, a program of the Minnesota Pollution Control Agency (MPCA), for the 2016-2017 program year; and
WHEREAS, the MPCA has interviewed the city of Duluth, who is committed to implementing the proposed project as described in the host site application, and in accordance with the pre-scoped position description; and
WHEREAS, the MPCA requires that the city of Duluth enter into a host site agreement with the MPCA that identifies the terms, conditions, roles and responsibilities substantially the same as the form of Exhibit A.
BE IT RESOLVED, that the City of Duluth hereby agrees to enter into and sign a host site agreement with the MPCA to carry out the member activities specified therein and to comply with all of the terms, conditions, and matching provisions of the host site agreement.
FURTHER RESOLVED, that the proper city officials are authorized to accept a GreenCorps member from the Minnesota Pollution Control Agency (MPCA) at no direct cost to the city and to execute a grant contract for the purpose of hosting GreenCorps members for the 2016-2017 program year.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the acceptance, by the proper city officials, of an agreement with the Minnesota pollution control agency (MPCA) for the purpose of hosting up to two GreenCorps members for the 2016-2017 program year. The GreenCorps members, if placed, will assist the city of Duluth in our Public Utilities Division with the stormwater management program, specifically related to chloride reduction in our watersheds; our Property and Facilities Management Division with the energy conservation program, specifically related to the retrofitting of public systems with sustainable practices; and our Parks and Recreation Division with the urban forestry program, specifically related to the impact of invasive terrestrial plants and the arrival of the Emerald Ash Borer in Duluth. The members will engage community members in their work, conserve energy and improve our public land.
The City has requested two Minnesota GreenCorps members. If awarded both members, one will be assigned to the Public Works and Utilities division and the other will be assigned to Property and Facilities Management and they will complete the tasks and assignments as outlined in the agreement. Each member will serve 20 percent of their workplan with Duluth Parks and Recreation. There is no direct cost or match for the city. The in-kind requirements are to provide day-to-day supervision (3.2 hours per week minimum); attend supervisor training; develop member work plan; approve timesheets; participate in site visits; complete performance evaluation and handle disciplinary measures; provide member workspace, computer access, supplies, material, desk telephone, access to copy machine, internet access for GreenCorps related reporting, and an email address; provide on-site safety training; provide name badge; and submit in-kind documentation of supervision.
The parks and recreation division has supported two GreenCorps members in previous years and is currently hosting a 2015-2016 member in the urban forestry program.
