RESOLVED, that the proper city officials are hereby authorized to purchase software licensing, migration services, VPN appliances and annual Software as a Service (SaaS) hosting fees for the City’s Multi-Jurisdictional Law Enforcement Records Management System from Tyler Technologies, Inc., which includes software for records management, mobile field-based reporting, citations, property and evidence, officer mobility tools and advanced report writing for a five-year agreement term for an amount not to exceed $1,204,823 payable from the following funds:

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of software licensing, migration services, VPN appliances and annual SaaS hosting fees for the City’s Multi-Jurisdictional Law Enforcement Records Management System from Tyler Technologies, Inc., which includes software for records management, mobile field-based reporting, citations, property and evidence, officer mobility tools and advanced report writing for a five-year agreement term for an amount not to exceed $1,204,823. The annual SaaS hosting fees will be shared across all partner agencies of the restored cooperative group, which will include all law enforcement agencies in SLC.
The Duluth Police Department (DPD) is currently a part of a four-agency cooperative that operates a records management system (RMS) and field-based reporting system for Duluth, UMD, Virginia and Hermantown police departments. This cooperative went live in 2020. Prior to this, DPD was part of a five county, 36 agency group which supported an RMS, Jail Management System (JMS) and Computer Aided Dispatch (CAD). These agencies disbanded in 2018 after the St. Louis County Sheriff’s office (SLCSO) chose to go in a different direction. DPD now has the opportunity to restore the cooperative, beginning with the St. Louis County Sheriff’s Office and remaining municipal police agencies in St. Louis County. SLC PD has committed to joining this cooperative.
Over the next 12 months, DPD will use grant funds to move our current RMS and Field reporting system to the government cloud. By doing so, DPD will have the necessary infrastructure to add additional agencies more quickly and improve information sharing among Law Enforcement Agencies (LEAs) in our region. The Sheriff’s office will utilize other funds to purchase a new CAD system that will also be cloud hosted and fully integrated with DPD’s RMS and field-based reporting system. This will allow all partner agencies to seamlessly communicate and leverage all capabilities of both systems. Additionally, by being cloud hosted, the partnership between DPD and SLC Sheriff’s Office will allow us to grow the system to the entire northeastern region of Minnesota. This will be a tremendous increase in interoperability and communications between agencies. This increased communication will allow for better community wide public safety by sharing critical information about criminals, crimes, patterns, and trends.
Creating a system with increased communications and information sharing, will allow DPD and other LEAs to utilize tools that enhance community feedback, statistical analysis, and tracking of officer activities. These activities can include use of force, complaints, and stop data. These are all critical aspects to restore trust and create transparency within our communities.
