RESOLVED, that the proper city officials are authorized to purchase brochures, a gas survey and Head of the Lakes membership from Giant Voices, Inc. for an annual estimated amount of $53,760.58, payable from the following funds
$6,500.00 Pipeline Safety Brochures 520-500-1915-5355 (gas, Public Works and
Utilities, utility general expense, printing & copying services)
$7,500.00 Scratch-n-Sniff Brochures 520-500-1915-5355 (gas, Public Works and
Utilities, utility general expense, printing & copying services)
$29,629.63 HOL Membership Fee 520-500-1915-5340 (gas, Public Works and
Utilities, utility general expense, advertising and promotion)
$10,130.95 2026 Gas Survey 520-500-1915-5340 (gas, Public Works and

Statement of Purpose
STATEMENT OF PURPOSE: This resolution authorizes the purchase of brochures, a gas survey and Head of the Lakes membership from Giant Voices, Inc. for the estimated amount of $53,760.58.
The gas survey is something the City is required by code to run every four years to measure the effectiveness of our Natural Gas Pipeline Safety messaging. The City is trying to see if our outreach is effective at reaching the public and confirming that they are both receiving and understanding the message.
The City is part of the Head of the Lakes (HOL) group, and are partnered with Superior Water Light & Power, Virginia Utilities, Hibbing Utilities and Two Harbors Utilities. This group hired Giant Voices, Inc. to do the public education and marketing outreach and all entities pay a percentage of the cost for these services based on the entity’s size. The breakdown of percentage is as follows:
Comfort Systems Duluth 49.40%
Superior Water, Light and Power 29.64%
Hibbing Public Utilities 9.14%
Virginia Public Utilities 7.58%
Two Harbor Public Utilities 4.24%
