RESOLUTION AWARDING A CONTRACT TO LAKEHEAD CONSTRUCTORS, INC. FOR THE REPLACEMENT OF THE OPERATING ROPES ON THE AERIAL LIFT BRIDGE IN THE AMOUNT OF $190,963.

CITY PROPOSAL:
RESOLVED, the city council hereby finds that:
a.) The operating ropes necessary to the operation of the Aerial Lift Bridge at the Duluth entry to the Duluth-Superior Harbor are in deteriorated condition and require replacement prior to the commencement of the 2016 shipping season on Lake Superior in order to insure the safe and functional operation of the bridge which is necessary to the operation of the harbor, to uninterrupted commerce on Lake Superior, and access to Park Point for residents and visitors.
b.) Because the city had received preliminary engineering estimates indicating that the cost of the work would not exceed $100,000, and because the time available between the close of the 2015 shipping season and the commencement of the 2016 shipping season is highly compressed, the city sought quotations as authorized by the provisions of Section 41-24(a)(1) of the Duluth City Code, 1959, as amended, for the prosecution of the work prior to the commencement of the 2016 shipping season.
c.) The quotations received exceed the amount of the engineer’s estimate and the amount authorized pursuant to said Section 41-24(a)(1)
d.) The U.S. Coast Guard has mandated that the work be completed by March 1, 2016.
e.) In order to complete the work by March 1, 2016, the work must be commenced during the week of January 25, 2016.
f.) The need to commence and complete the work within the timeframes set forth above constitutes an emergency justifying awarding the contract for the work to Lakehead Constructors, Inc. as the bidder providing the lowest quotation for performance of the required work.
FURTHER RESOLVED, that the proper city officials are hereby authorized to enter into a contract with Lakehead Constructors, Inc. for the replacement of the operating ropes on the Aerial Lift Bridge in the amount of $190,963, payable out of Permanent Improvement Fund 411, Department (035) Capital Project Accounts, Object 5530 (Improvements Other than Buildings), city project no. 1504, requisition no. 16-0105.
Statement of Purpose
STATEMENT OF PURPOSE: This resolution will authorize the replacement of the Aerial Lift Bridge operating ropes by Lakehead Constructors, Inc. in the amount of $190,963. Sealed bids were directly solicited from Lakehead Constructors and Lunda Construction Company, as both firms had prior experience working on the bridge and the engineer’s estimate was less than $100,000. Lakehead Constructors, Inc. was the lowest responsible bidder of the two companies that responded. The bids received exceeded the threshold for direct solicitation. However, due to the narrow timeline available to complete the repair, the administration is awarding the contract as an emergency purchase to mitigate the impact on commerce if the repair is not completed prior to the commencement of the shipping season. Payable out of Permanent Improvement Fund 411, Department (035) Capital Project Accounts, Object 5530 (Improvements Other than Buildings), city project no. 1504, requisition no. 16-0105.
