RESOLUTION AUTHORIZING APPLICATION TO THE 2022 NATIONAL SCENIC BYWAYS PROGRAM BY THE MINNESOTA DEPARTMENT OF TRANSPORTATION ON BEHALF OF THE CITY FOR THE SKYLINE PARKWAY AND INTERPRETIVE MARKER PROJECT ON SKYLINE PARKWAY SCENIC BYWAY IN THE AMOUNT OF $1,500,000.

CITY PROPOSAL:

THE CITY COUNCIL FINDS:

(a)                     That the city of Duluth proposes to undertake a project to restore the historic rock retaining walls at Bardon’s Peak overlook facilities and install an interpretive marker along Skyline Parkway, including stormwater improvements as appropriate;

(b)                     Grants are currently available for construction of scenic byway projects in 2025.  Projects selected through this solicitation must meet the requirements of the National Scenic Byway Notice of Funding Opportunity 693JJ322NF00008.

(c)                     To apply for this money, the city must submit the application to the Minnesota Department of Transportation.

 

RESOLVED, that the proper city officials are hereby authorized to submit an application

to the Minnesota Department of Transportation for funding of the Skyline Parkway Overlook and Interpretive Marker project on the Bardon’s Peak segment of Skyline Parkway.

 

FURTHER RESOLVED, that the city of Duluth has the legal authority to apply for the money, and the financial, technical and managerial capacity to ensure proper construction, operation and maintenance of the project for no less than 20 years.

 

FURTHER RESOLVED, that the city of Duluth estimates the grant amount to be $1,500,000, and is committed to provide a 25% match to the federal funds.

 

FURTHER RESOLVED, that if the city of Duluth is awarded a pass-through grant by the Minnesota Department of Transportation, the city of Duluth agrees to accept the grant award, and may enter into an agreement with the state of Minnesota for the above-referenced project.  The city of Duluth will comply with all applicable laws, environmental requirements, and regulations stated in the grant agreement.

 

FURTHER RESOLVED, that the city council of the city of Duluth names the fiscal agent for the city of Duluth for this project as:

Statement of Purpose

STATEMENT OF PURPOSE:  This resolution will authorize submission of an application to the Minnesota Department of Transportation for the restoration of rock retaining walls at the Bardon’s Peak Scenic Overlook facilities and installation of an interpretive marker on Skyline Parkway.  Because Skyline Parkway is a designated state scenic byway, the road is eligible for scenic byway grants.  This application includes work on the walls near Bardon’s Peak and stormwater improvements on the Bardon’s Peak segment.  If awarded, the project would be funded with $1,500,000 of federal highway grant funds and the engineering ($200,000) and city share ($375,000) would be funded with Fund 291 street sales tax money.
