RESOLUTION REVOKING AND ESTABLISHING VARIOUS ROAD SEGMENTS AS MUNICIPAL STATE AID STREETS IN ACCORDANCE WITH THE ROADWAY EXCHANGE AGREEMENT WITH ST. LOUIS COUNTY.

CITY PROPOSAL:

RESOLVED, that the City of Duluth established the initial Municipal State Aid System of streets by resolution approved on October 28, 1957, under provisions of Minnesota Laws 1957, Chapter 943.

 

FURTHER RESOLVED, that it  appears that revisions to the Municipal State Aid system are necessary.

 

FURTHER RESOLVED, that the streets described as follows be, and hereby are, revoked as Municipal State Aid Streets of the City of Duluth, subject to the approval of the Commissioner of Transportation of the State of Minnesota:

 

West Skyline Parkway (MSAS 113) from Hank Jensen Drive to the “tee” intersection at Twin Ponds (part of MSAS 113);

 

Airport Road (MSAS 197) from Haines Road (CSAH 91) to Rice Lake Road (CSAH 4);

 

West Arrowhead Road (MSAS 160) from Arlington Ave. (CSAH 90) to Rice Lake Road (CSAH 4);

 

40th Ave. West (MSAS 110) from Grand Ave. (MSAS 126) to Oneota Street (MSAS 109):

 

Woodland Ave. (MSAS 161) from East Calvary Road (CSAH 9) to Martin Road (CSAH 10);

 

FURTHER RESOLVED, that the streets as follows, are hereby established as Municipal State Aid Streets of the City of Duluth, subject to the approval of the Commissioner of Transportation of the State of Minnesota.

 

Hank Jensen Drive from West Skyline Parkway (MSAS 113) continuing north easterly and then back north to the “tee” intersection of West Skyline Parkway (MSAS 113) at Twin Ponds and there continuing;

 

East 4th Street from 6th Ave. East (MSAS 192) to Wallace Ave. (CSAH 9);

 

Wallace Ave. (CSAH 9) from East 4th Street (MSAS 133) to East Arrowhead Road (MSAS 160);

 

East Arrowhead Road (MSAS 160) from Woodland Ave. (MSAS 157) to Wallace Ave. (CSAH 9);

 

East Superior Street (CSAH 12) from 60th Ave. East (MSAS 195) to 61st Ave. East;

 

57th Ave. West (CSAH 89) from Cody Street (MSAS 188) to Highland Street (MSAS 106);

 

Highland Street (CSAH 89) from 59th Ave. West (MSAS 104) to 57th Ave. West (CSAH 89)

 

FURTHER RESOLVED, that the City of Duluth and St. Louis County agree to the above applicable segment revisions as outlined by the “Roadway Exchange Agreement” attached as “Exhibit A” and locations shown on the maps as “Exhibit B”.

 

FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for consideration, and that upon his or her approval of the designation of said roads, that same be constructed, improved and maintained as Municipal State Aid Streets of the City of Duluth, to be numbered and known as Municipal State Aid Streets.

 

Statement of Purpose

STATEMENT OF PURPOSE: This resolution will authorize changes to our Municipal State Aid (MSA) routes. The majority of the changes are the result of segments the city and county had determined are in the best interest of both parties long term. The revisions with the county improve efficiency for maintenance operations and are more intuitive for the public. The city also proposes to remove the portion of W. Skyline Parkway shown on “Exhibit C” that is part of the current one-way temporary demonstration project in order to allow for the flexibility in the road use after the evaluation of the demonstration project is complete. Because we are required to maintain the connectivity of the Municipal State Aid system, Hank Jensen Drive has to become a Municipal State Aid Street. If the segment is not added, the city would not be in compliance with State Aid Rules.

 

The roads proposed for establishment were chosen based on 3 criteria:

 

1.                     Connectivity to existing State, County or Municipal State Aid Routes.

2.                     Need for road improvement.

3.                     Traffic Volume.

 

The unassigned balance of 0.61 miles will result if the resolution is approved.

 

Because the City spent state aid funds on the W. Skyline Parkway segment recently, a prorated share of the funds based on the remaining life will be deducted from future state aid payments. This amount is approximately $54,522 and will be determined by the State Aid Engineer.
