RESOLUTION AUTHORIZING ACCEPTANCE OF A MINNESOTA DEPARTMENT OF NATURAL RESOURCES LAKE SUPERIOR COASTAL PROGRAM GRANT IN AN AMOUNT NOT TO EXCEED $75,000 FOR FUNDS TO SUPPORT DEVELOPMENT OF A PARK POINT RECREATION AREA PLAN.

CITY PROPOSAL:

WHEREAS, Duluth City Council resolution 23-0977R authorized application to the Lake Superior Coastal Program for a grant of up to $75,000 to support development of a Park Point Recreation Area Plan, and the application was awarded funding.

 

NOW, THEREFORE, BE IT RESOLVED, that the proper City officials are hereby authorized to accept and execute a Lake Superior Coastal Program grant agreement with the Minnesota Department of Natural Resources, substantially in the form attached as Exhibit A, in an amount not to exceed $75,000 to support development of a Park Point Recreation Area Plan, with said funds to be deposited into fund 205-130-1220-4210-01-CM205-PKPT (parks fund, community resources, parks capital, pass-thru Federal grants capital, capital maintenance fund, Park Point).

 

FURTHER RESOLVED, the City of Duluth has the legal authority to accept these funds and the financial, technical, and managerial capacity to ensure proper planning and maintenance of the project.

 

FURTHER RESOLVED, the City of Duluth will meet the required 1:1 match through $55,000 of funding from the Parks Fund and in-kind staff time totaling $20,000.

 

FURTHER RESOLVED, the Duluth City Council names the fiscal agent for this project as Jen Carlson, City of Duluth Finance Director, 411 West 1st Street, Duluth, Minnesota 55802.

 

Statement of Purpose

STATEMENT OF PURPOSE:  This Resolution authorizes acceptance of a $75,000 grant from the Minnesota Department of Natural Resources Lake Superior Coastal Program to support development of a Park Point Recreation Area Plan. The City will meet the required 1:1 match with $55,000 from the Parks Fund and in-kind staff time totaling $20,000. Duluth City Council resolution 23-0977R authorized application for the grant.

 

Acceptance of the grant is pursuant to action item C4 in the Essential Spaces: Duluth Parks, Recreation, Trails & Open Space Plan: “Commence a planning effort for Park Point Recreation Area to address aging infrastructure and climate impacts, to identify desired recreation options that are compatible and sustainable, to increase connectivity to recreation and water, and to strategize appropriate restroom and trash/recycling amenity locations.”

 

The combined effects of eroding shoreline, end-of-life coastal infrastructure, aging park amenities, and subsiding land will likely require several million dollars to address. The completed Park Point Recreation Area Plan will position the City to compete for the federal and state funding necessary to pay for such work.

 

Grant funds will be available in fall of 2024 and the planning process will commence shortly thereafter. Completion of the plan is expected by the end of 2025.
